The whole product is the laminate. A printed graphic without a textured protective overlaminate turns into a slip hazard when it's wet and shreds under foot traffic within weeks. Floor decals need a slip-rated surface and an adhesive matched to what you're sticking them to — sealed concrete, vinyl tile, polished stone and carpet each behave differently, and the wrong adhesive either lifts at the corners or takes the finish with it when it comes up.
